I am using {{PAGESINCATEGORY:Wikipedia:Nuweg}} on a page (//nl.wikipedia.org/wiki/Gebruiker:Mbch331/Nuweg) so I can see how many requests for direct removal are open, this currently always reports 1 more than there are pages in that category. At this moment the category is empty, yet it still shows there should be 1 page in the category,

This is basically a dupe of T224360 as per T224321
Somehow the counts of pages in categories is inaccurate for a small number of categories. The parent task is about finding out how this has happened in the first place. This child task focuses on fixing the data for WMF wikis.
I've fixed that category using the populateCategory script, but the issue needs fixing more widely per the task
