Move local-charts helm charts to a chart repository

Actions

Description

We should consider moving local-charts charts to the deployment-charts repository if possible, or creating another repository.
Then the charts will be managed separately from the umbrella chart, and anyone could use them as a subchart simply by adding the desired chart to their requirements.yaml
