Allow defining a specific frame for video file thumbnail, on demand (via the "thumbtime" parameter)

Description

It would be great if one can use a video in an article with a thumbnail taken at a given time.

For instance, in this Wikipedia article, it would be more appropriate to use a thumbnail of the title card in the infobox, rather than one from some seemingly random time point.

Thanks for the information! Just the feature I needed. Maybe I should familiar myself with the hidden functions in the future.
