Even though FR has the config below, the entries seem to not make it to wmf production. WFM locally

	"AddGroups": {
		"sysop": [
			"editor",
			"autoreview"
		]
	},
	"RemoveGroups": {
		"sysop": [
			"editor",
			"autoreview"
		]
	},

Noticed originally after ext reg code went live, causing T225115, regressed again today in T226410 after I reverted T225797#5265194 by @Urbanecm as part of my moving to a callback (because it shouldn't be needed)...

Is it because of the defaults in wgAddGroups in IS.php?
