MediaWiki does not include DST information. All that comes from system libraries. Which server are you talking about?

I am not sure about the server. Since there is no DST option for Asia/Dhaka at the Wikimedia Sites as well as other who are using MediaWiki. So All the time showing for that timezone are actually wrong.
Attaching to bug 17797; we'll need to see if there's a clean way to make sure we've got updated TZ data (is this from the general OS or PHP distribution?)
