Straighten apostrophes (copy stable typo rule to Gen Fixes)

Description

An apostrophe-straightening typo rule rule has been in effect since October 2018 with essentially no false positives. This is more of a MOS:PUNCT fix than a typo, so it makes more sense to add to General Fixes than to keep it only as a typo fix.

When the rule is coded as a general fix it could also tackle apostrophe-s after a wikilink, [[example]]’s

Also, maybe it could tackle the same for quotation marks, per MOS:CURLY.
