We already know {{cn}} that many editors prefer to use HotCat rather than adding categories manually. We could improve the FileImporter workflow by helping integrate with HotCat directly on the preview page, rather than expecting the importing user to add and fix categories in a later step.

I don't see a big need for that. You can just import the file and use HotCat after the import. I would like the import to be as fast and easy as possible.
