This should be as simple as following the instructions at https://wikitech.wikimedia.org/wiki/Tool:Event_Metrics then recreating the web proxies to point to the new instances.

Done! I had to delete eventmetrics-dev01 to free up enough quota to create the new prod instance. I've now deleted the old prod instance, but did not bother creating a new dev instance because no one is using it. If/when we want it just follow the instructions at https://wikitech.wikimedia.org/wiki/Tool:Event_Metrics
