Description

With T228858, we introduced a new distinction among error pages, that some are "warnings". For now, this includes the former errors:

fileimporter-file-contains-blocked-category-template
fileimporter-file-missing-required-template

Decide on an appropriate metrics key for these warnings, and update the code. Create a grafana panel to monitor.
