Implementing the toggle bar on the top-right to enable notification would be a good idea by @zhuyifei1999

Is this still open?, cause I think we receive notifications on uploading videos to commons now.
Anyways, we can always improve those i guess. Let me know if this needs working.. i'll be on it

I don't think using the sender's address in this case is the way to go, instead, I think we should use the Wikimedia email API to send emails to the user (we can eithier create a new user account for this, or opt to have the new user email themselves via the OAuth sendemail permission).
