Make the distinction between the release for metadata and the release for the work more clear on Upload Wizard

Description

I'm working with a large international organisation to release a large amount of content (10,000s of images) to Commons, however they will not upload the content because of the lack of clarity of the rights description on the upload page. At the bottom of the upload page it says

"By clicking "publish", you agree to the terms of use, and you irrevocably agree to release your contribution under the Creative Commons CC0 License."

It does not explicitly say in this sentence that this refers only to the work's description and not the work its self and that that is under a separate license. This is leading to the organisation not wanting to upload their content to Commons. I suggest changing 'your contribution' to something different like 'this caption' to make it clear.

There are two screens which talk about CC0 contributions, the first one is explicit about what the CC0 contribution is for, it seems the most simple option is to make the second screen use the same text as the first so it would say License for all structured metadata (NOT the file)

The text in question is preceded by - and contained solely in a box with - a bold heading stating clearly "License for captions contributions only (this applies to caption text, NOT the file)"

That said, it can't be too difficult, surely, to change "your contribution" to "your caption text"?

@Pigsonthewing yes, that would be a workable solution I think, who would be able to make the change and would someone in WMF legal need to review it first?

upload wizard needs a UX redesign, and workshop. layers of metadata entry are a barrier to entry, mixed licensing, done for historical reasons, are confusing to the naive.

@Slaporte do changes to the wording of the Commons Wizard need to be reviewed by WMF legal?

you could always run through pattypan that bypasses the upload wizard. and you can put a credit line and custom attribution template "we really really mean it is not cc0
