Enable Flickr import for all users on Commons

Description

This task depends on T236341.

See Proposals#Enable Flickr import (upload by url) for all users.

  • Introduce limit of 4 files each run for Flickr imports for user groups that currently don't have access to Flickr import. (Users/Newbies/Confirmed/Autoconfirmed) Groups that already have access to Flickr imports are unchanged.
  • Enable upload_by_url for all users.

There is no need to enable upload_by_url right for all users. UploadWizard doesn't need this right to function. It just uses this right to restrict Flickr uploads. In other words, flickr uploads function works without upload_by_url.

Is this task blocked on T89131? Server-side Flickr reviewing might be a good idea.
