What's the point of this grant? It's only used for accessing Special:GWToolset, not any API. Given that GWToolset is unmaintained and generally considered a mistake (in the sense that it should have been a Toolforge tool, not an extension), I doubt anyone will spend effort on building an API for it, as opposed to building that API as a standalone tool in the first place.
