Following T148353: Option not to review article when adding maintenance tags, pages can have maintenance tags added without reviewing the article in question.
It should also be possible to add tags while unreviewing the article in question

Acceptance criteria:
Instead of a checkbox for reviewing the page, radio buttons corresponding to either review or unreview should be added
The default selected option should be review, corresponding to the current review checkbox being checked by default

Suggest waiting until after T234074: Api: Don't log (un)reviewing or tagging as copyvio if state doesn't change is merged, so that there aren't too many extra log entries
