Hundreds of tags for `wikimedia/mediawiki-core` image

Description

There are currently hundreds of images for wikimedia/mediawiki-core with tags like:

2019-12-12-012130-dev

Such images should *not* be published, and if published, they should be cleaned up soon (maybe a week of retention?).

Given each of these images is around 1 GB in size, that's a lot of space we're using up on swift (although I hope most layers are common).

The total number of images present on the registry is 1003. I'm going to slowly remove most of the old ones in the coming week.
