wbterms: Switch default wikibase config to only use the new store

Description

MW-1.35-release branch has been cut!
So we can move forward with this now

  • Search should read from the new store only
  • All writing should only happen to the new store

Branch for 1.35 will be cut in 1 week, and then we can get this moving again!
