Currently, AbuseFilter is unable to get edit's tags. Although some tags' functions (e.g. editing via mobile devices) are also available in AF, it's not possible to have all of them (e.g. when a user edits using a specific tool that tags edits). In my humble opinion, AbuseFilter should be able to get tags and use them.

By the time AF runs, the ongoing edit still has no tags, hence this is not currently possible.
