Make it possible for the AbuseFilter to check change tags

Description

Sometimes, it might be useful to limit an AbuseFilter to only consider edits that are being made with a particular Special:Tag, or to exclude edits that have a certain tag. However, it seems that the AbuseFilter can't "see" the tags.

Filters can add tags. Doesn't this create the same chicken-and-egg problem that has already been described in T53421? Or am I completely misunderstanding what this task is about?

I guess the main problem here is that, when filters are executed, no tags have been chosen, since they're added after the edit is saved. This means that such a change would at least require major changes in core.

Per above, this is not currently feasible.
