Expected result:
Since nothing was done other than loading the webpage, the user shouldn't be alerted that You are not authorized to preview banners, or your edit token has expired. Please try logging in again or reloading the page. (centralnotice-preview-loader-permissions-error)

Actual result:
Just going to view the page triggers this error

I went from https://meta.wikimedia.org/w/index.php?title=Special:CentralNotice&subaction=noticeDetail&notice=Programmatic_2020_mlWW_nonFR to the banner to try and view it only
