logspam-watch: fatal.log no longer exists

@Jdforrester-WMF noticed that logspam is attempting to tail fatal.log, which doesn't exist. Per @Krinkle, this shouldn't be necessary any more:

11:51 <Krinkle> it's all exception.log now
11:55 <brennen> Krinkle: yeah - in that case, should i remove fatal.log watching altogether?

11:55 <Krinkle> keep old log files but any references to it are fine to remove
