6.6 a11y - Clearer link descriptions for general navigation

Description

Anything that can be clicked says “[item text] Link” as read. Lets do a pass to improve the decriptiveness of these VoiceOver labels. Examples:
article - “article link”
other wiki - "other wiki link"
notes - "footnote link"
references - "reference link"
other off wiki URL - “web link”
submenu/detail view (like off the explore feed) - "details link"

I could have swore I wrote a note no here yesterday about why it's blocked...

Anyhow, I'm having second thoughts about the item marked "A". It seems like the general guidelines are to not distinguish between internal and external links, as it should be clear in context. Though Wikipedia does provide context for sighted users (in the little "off-site" icon), it may be clear in context - bibliography, footnote, external links, and URLs in info boxes (like company URLs) go offsite, pretty much everything else is onsite. While it's possible we could hack this together, there isn't a simple way - because "link" is an ARIA role, and we're somewhat limited by the roles that VoiceOver knows to read. My suggestion would be to see if our accessibility testers worry about this distinction - and if not, remove it from scope. But I'm open to other outcomes for this.
