Description

When using the WikiEditor toolbar to insert a table, there is no caption (row starting |+) included. A caption is recommended for data tables for accessibility reasons: https://www.w3.org/TR/2008/NOTE-WCAG20-TECHS-20081211/H39

The insert table tool in VisualEditor does include space for a caption by default.
