Please follow https://meta.wikimedia.org/wiki/Requesting_wiki_configuration_changes when requesting such kinds of changes and provide a link to community consensus. Furthermore, please explain why it should link to another page.
https://tr.wikisource.org/wiki/%C3%96zel:Y%C3%BCkle shows a Permission error here. Hence we don't know what that page is supposed to do.
For the records, if this was done, this would require changing wgUploadNavigationUrl in https://noc.wikimedia.org/conf/InitialiseSettings.php.txt

Wouldn't the community be required to demonstrate a consensus to change to local uploads rather than Commons uploads?

https://tr.wikisource.org/wiki/%C3%96zel:Y%C3%BCkle page is the Turkish version of the https://en.wikisource.org/wiki/Special:Upload page. We place the pictures mostly on commons but the templates sometimes does not always correlate. (For example: https://en.wikisource.org/wiki/File:Sasssoon-againstwar-letter.jpg ) Thats why we placed the file upload option to the local Wikisource option by adjusting MediaWiki:Licenses.
Sure, i can open a page to get an approval from the community. But this request was from the few active users.
