class "not-patrolled" no longer set for <li> on Special:NewPages for Arabic Wikipedia

Description

Hello, Several years ago the class "not-patrolled" no longer set for <li> on Special:NewPages for Arabic Wikipedia in pages created by IP or User without autoreview right . The same problem was in other wiki but was solved in T173556 in 2017, But it was not resolved in Arabic Wikipedia. This feature is important for the Arabic Wikipedia community to review the new pages so I hope to fix it and thank you.

Steps to Reproduce:

Actual Results:
Currently class "not-patrolled" not found in <li>.

Expected Results:
Class "not-patrolled" should be on <li>, The background should appear yellow, as spanish wikipedia; Open special:newpages in Spanish Wikipedia to see the unreviewed pages https://es.wikipedia.org/w/index.php?title=special:newpages&hideReviewed=1

Hmm, not a CSS issue as the source simply does not show span class="not-patrolled" anywhere.
This seems to be the same issue as T144132: (non-patrolled pages) don't appear as yellow in arwiki (class "not-patrolled" not set for <li>) hence marking as duplicate.
