Improve docs at mediawiki.org/wiki/API:REST_API/Extensions to include documentation about how the REST API works in MediaWiki Core, including:

Mechanics and conventions of using coreDevelopmentRoutes.json
Use of max-age and when to use ETags
Expected use of integration and unit tests
