API Portal: Allow Admins and Bureaucrats to manage documentation editor group

Description

To support the permissions scheme for the API Portal defined in T249834, it should be possible for Admins and Bureaucrats to promote users to the documentation editors group, giving them the ability to edit documentation on the site. As an admin on api.wikimedia.beta.wmflabs.org, I wasn't able to add a user to the documentation editor group; the documentation editor group is listed under "Groups you cannot change" on Special:UserRights. This could definitely be due to a lack of knowledge on my part, so advice here is very welcome.

To do:

  • Merge config fix for api.wikimedia.beta.wmflabs.org to allow Admins and Bureaucrats to add users to the documentation editors group
  • Verify fix (Tested successfully)

Confirmed that I was able to assign a user to the docs editor group and that, as that user, I was able to act on those permissions. Thanks, @CCicalese_WMF!
