"As a Moderator, I want to get the full information on a change tag, so that I can understand what it means for a revision."

GET /tag/<name> to get the properties of a change tag.

I'm not sure what happens if you get a tag name that hasn't been used. My guess is any tag is valid, but some won't have other metadata...?
