Add Turkish Wikipedia support for CopyPatrol tool

Description

We are interested in CopyPatrol tool for Turkish Wikipedia and would be glad to take advantage of it as part of our recent effort to improve copyright-detection ability. Community discussion is open since four days and there is no objection.

@Evolutionoftheuniverse, are you going to work on the task and handle publishing the patch? If not so, please don't triage tasks. Thanks :)

Fortunately the copyvio detection service that powers CopyPatrol, iThenticate, does support Turkish. I just realized this was not mentioned in the documentation, so I have updated it accordingly. It looks like the CopyPatrol interface messages are fully translated, so we're all set there as well.

We'll discuss this in our next meeting.

Sorry for the wait! We should be able to get to this soon, but I'll note we're encountering other unrelated problems with CopyPatrol right now (T256501).

Also, I see you commented so you are aware of T244665. This will surely effect Turkish. We're not really sure how to fix that (it seems to be an issue with the bot that powers CopyPatrol) but are going to investigate. You'll still be able to use CopyPatrol though, just remember the title links may be broken, but the [diff] links still work.

The bot is now running. Once a copyright violation is detected, https://copypatrol.toolforge.org/tr should magically start working, though there may be an initial delay due to caching.

@Evolutionoftheuniverse up and running at https://copypatrol.toolforge.org/tr/ ! Let me know how it goes. We will still look into T244665 but if you're otherwise happy with what we have I think we can close this as resolved.

Also keep in mind you can prevent certain users from showing up in the feed by adding them to your user allow list at https://tr.wikipedia.org/wiki/Kullanıcı:EranBot/Copyright/User_whitelist. Just link to the usernames in any format, e.g. [[Kullanıcı:Example]]; for instance see the list on English Wikipedia https://en.wikipedia.org/wiki/User:EranBot/Copyright/User_whitelist.

I have informed the community and will update here. @MusikAnimal , do we need a bot flag for EranBot, e.g. for a better performance?
