Talk page general fixes does not move {{GA nominee}} to top per [[Wikipedia:Talk page layout]]
(e.g. [[Talk:Red Velvet (group)]])

This seems to be by design (as is)..

{{Talk header}} is moved to be the topmost..

rev 12457 fixes this specific case (and the first couple of orderings), but numerous others probably need/want updating too

And {{Featured article candidates}}/{{Peer review}} aren't treated the same as {{GA nominee}} either
