Steps to Reproduce: Create page, block user from the page, delete page.

Actual Results: User can re-create and edit the re-created page. Block appears as normal, but is completely ineffective

Expected Results: Partial block disappears to match the technical implementation. An unblock log entry, or block modification entry, is automatically created to reflect the change. The deleting administrator commits the action to the log.
