The traffic anomalies job is currently using wmf.geoeditors_blacklist_country table as source for the countries to monitor.
However, there are some countries in this table that we don't want to monitor.
And also, there are other countries we want to monitor, that are not in the table.
It seems appropriate to create a separate table for the traffic anomalies job.
