The logo-test tool should support wikis using new vector (e.g. https://fr.wikipedia.org/wiki/Wikip%C3%A9dia:Accueil_principal?useskin=vector)

Summary of my conversation with @Urbanecm:
- There's a generic project logo (e.g. https://en.wikipedia.org/static/images/mobile/copyright/wikipedia.png)
- A wordmark in SVG format (e.g. http://en.wikipedia.org/static/images/mobile/copyright/wikipedia-wordmark-fr.svg)
- A tagline in SVG format (e.g. http://en.wikipedia.org/static/images/mobile/copyright/wikipedia-tagline-fr.svg)
A list of wikis using new Vector is https://noc.wikimedia.org/conf/highlight.php?file=dblists/desktop-improvements.dblist - logo-test will need to consult that to see if we need to ask for two more SVGs

Both can be a SVG. Actually, all but Wikipedias have a SVGs for some reason for all of those three.
I would appreciate if logo-test can just/also allow people to test new vector too. I'm not sure why wikipedia.png is a PNG, I think someone from Desktop Improvements (Vector 2022) will be able to explain that better.
