@Tacsipacsi this change will enable the upload for users who are autoconfirmed, also for the confirmed group, as this is the default config. Is that fine for you, or do you need the right explicitly granted to "users" (all logged in accounts)?
For the change of the sidebar, a sysop on your wiki will need to update https://ga.wikipedia.org/wiki/MediaWiki:Sidebar, you can for example take a look at enwikis example, they have a link to a page "Upload wizard": https://en.wikipedia.org/wiki/MediaWiki:Sidebar
I just helped the gawiki community with creating this task, I’m not part of it. I have absolutely no idea what they want more than what I already wrote down, any questions regarding the scope of this task should be directed to @Llywelyn2000.
