@Urbanecm: Per emails from Sep18 and Oct20 and https://www.mediawiki.org/wiki/Bug_management/Assignee_cleanup , I am resetting the assignee of this task because there has not been progress lately (please correct me if I am wrong!). Bulk closing aged V2C requests, unfortunately the versions created by V2C have been accidently lost and can no longer be processed ( T378451#10725665).

You can reattempt uploads at commons via the UploadWizard (which supports files up to 5GB) or Chunked uploading. You can also reattempt via V2C,If it fails and requests a manual Server-side-upload-request, please note that this queue has no dedicated owners within the WMF teams so there is no service-level guarantee on this queue will be actioned in a timely matter.
