Get experience with Prometheus and Grafana in the context of WMF Cloud VPS, and document this is a way that helps future projects

Determine how to add CPU throttling information to this dashboard
Determine how to add RAM usage information to this dashboard
Determine how to add application error rate information to this dashboard
Document all findings on-wiki
