Description

Determine roughly how reusable older test systems are and estimate effort needed to get one going again. Requirements (incomplete):

Elastic
Spam protection
Query Service
Various components (e.g. extensions and tools) from docker bundle such as quickstatements
Components on WBstack if different
Federation enabled with test wikidata not wikidata.org

Decide between cloudvps & wbstack as test system.

Getting the old test system (https://wikidata-federated-properties.wmflabs.org/wiki/Main_Page) running worked with very little effort. It comes with a working query service (https://query-federated-properties.wmflabs.org/). As far as I can see spam protection and Elastic are the only things that are missing.

As far as I understand, if we decide to go ahead with it, there is still a need to add/configure quickstatements/oauth etc to the CloudVPS test system
