Feature summary: Add list of runic letters to specialcharacters.json file

Use case(s): When updating Wikipedia pages about runestones, it would be helpful to easily enter the inscription as runic unicode letters.

The list of runic letters in Unicode can be found here:

I have already made the change and can push a change with the modification.
