Description

Following on from T287859: Creating an election with "all wikis" can give a DBTransactionSizeError, it seems worthwhile having a CLI based alternative to being able to create elections/polls

We have import.php, that's how all elections were created before the web UI was written. I used to just write the XML by hand.

Unfortunately not everyone is like you, Tim ;)
