Should "Underline links" preference be affect Codex/OOUI buttons and links?

Description

There is a preference called "Underline links" that can be set to:

  • Never
  • Always
  • Skin or browser default

I assume this is an accessibility feature. As far as I can tell this preference does not affect Codex/OOUI buttons and links. Should it?

For example, here is a screenshot of English Wikipedia with the preference set to Always. Notice that the Username button/link in the site header, and the Language button in the article header do not get an underline.

@Volker_E: Per emails from Sep18 and Oct20 and https://www.mediawiki.org/wiki/Bug_management/Assignee_cleanup , I am resetting the assignee of this task because there has not been progress lately (please correct me if I am wrong!).
