Should "Underline links" preference be affect Codex/OOUI buttons and links?

Description

There is a preference called "Underline links" that can be set to:

  • Never
  • Always
  • Skin or browser default

I assume this is an accessibility feature. As far as I can tell this preference does not affect Codex/OOUI buttons and links. Should it?

For example, here is a screenshot of English Wikipedia with the preference set to Always. Notice that the Username button/link in the site header, and the Language button in the article header do not get an underline.
