Per T292320, the new sticky header on scroll does not show the pulsing blue dot on the edit button.
This task is to add the same pulsing dot on the sticky header's edit button.

Current:
The below gif show the blue dot gets replaced with the sticky header where there is no dot on the edit icon button.

Proposed:
Add the blue dot on the sticky header's edit pencil icon.
