What happens?:
The message "You have new messages" displays in text only.

What should have happened instead?:
The message should be styled.

See also T278105: Change color of 'You have a new message' for logged-out users to WikimediaUI color palette. Whether it should be the OBOD or the "peach" BOD has shown up recently also.
