Description

Some Wikibase instances are already running and they may want to migrate to Wikibase,cloud. This should provide a sane migration workflow.

As this project is new and currently unreleased etc we don't have a place for requests and backlog items such as this.
(We are still figuring out our phabricator boards etc)
So this might move somewhere else soon.

There is a migration plan now and there are some technical blockers still before this is good to go T299496: [EPIC] Technical preparations for WBstack.com to Wikibase.cloud user migrations
