returns "You have not specified a target page or user on which to perform this function."

r64903 changed 'target' to 'wpTarget'. https://secure.wikimedia.org/wikipedia/en/w/index.php?title=Special:EmailUser&wpTarget=Neutralhomer WFM.

Is this a regression or can the bug closed as WFM?

hmm, this is now inconsistent with the other special pages such as special:contributions, what links here for instance. it also broke scripts that were using that format. (popups)
