What is happening?:

The bot (and its run on the mete manually) does not handle one of the most used Template:Статья in Russian-language wikipedia - https://ru.wikipedia.org/wiki/%D0%A8%D0%B0%D0%B1%D0%BB%D0%BE%D0%BD:%D0%A1%D1%82%D0%B0%D1%82%D1%8C%D1%8F ( Template:Статья )

This problem has been traced to the DB not accepting non-UTF8 characters for some reason and is impacting every wiki using non Latin characters.

Looks to be resolved now.
