Change default file upload config for officewiki to local

Description

Please change the default file upload configuration on officewiki, so that file uploads are done locally by default.
This will prevent confusion when users are trying to upload personal profile photos privately (or other private/draft materials), as the Visual Editor UI documentation-strings cannot be overridden otherwise.

@Quiddity https://office.wikimedia.org/wiki/MediaWiki:Visualeditor-dialog-media-search-tab-upload needs to be deleted, I don't have the permissions.
