Background
Current prototype discards existing story pages created using Wikipedia if you select commons to create a story page. As an improvement, we should allow to create a story using both(Wikipedia and Commons). This ticket also proposes some improvements related to story pages.
Design details
- Provide a message and disable image selection when users try selecting more than 10 images using commons flow. Message disappears after five seconds.

- Create a maximum of 10 story pages if users decide to select images from commons without creating empty pages.
- Don't remove empty story pages when users decide to create them in bulk and fill them afterward.
