The orchestrator expects to receive a ZFunction Call (Z7) as the top-level input.

Is there any case in which we might store a Z7 as a ZReference (Z9) on the wiki? For example, T292789 proposes that this be done with Z10 (where Z10 would be a reference to a Z7 corresponding to the generic typed list function).
