Don't send access expiry reminder email if user already has an open renewal

Description

Two weeks before an authorization is due to expire we send users an email notifying them of this and suggesting they request a renewal if they want to continue having access. This is confusing for users who anticipated this and already filed a renewal request.

When building the list of users who need reminder emails, we should discount any who have already filed a renewal for the relevant resource, and don't send them an email.
