To prevent from having duplicate suggestions, the form should check if this suggestion has already been made. When submitting, we should check the name and URL fields for exact matches in existing suggestions.
If a suggestion for the title or URL already exists, a dialog should appear to ask the user whether they want to insert the suggestion anyway. This could come in the form of displaying the suggestion to them, enabling the user to upvote it instead of re-submitting.

@Scardenasmolinar I don't think this is a high priority right now - it's a nice-to-have but isn't happening at such a rate that we can't just resolve these problems with the soon-to-be-added suggestion merge feature. If you're looking for more TWL tasks rather than T&S I can queue up some higher priority work?
