Description

Background

We would like to deploy the new ToC to all wikis that are not a part of the A/B test

Acceptance criteria

Turn on new ToC on all wikis except for the list of pilot wikis

Note: this will mean that the ToC will appear for logged-in users that have opted into the new skin only
